Key Changes Effective June 30, 2025:
- Foreign nationals entering Russia under the visa-free regime must submit an Entry Notification via the "Gosuslugi RuID" mobile app.
Background: Trial Project
- Starting December 1, 2024, a trial project modernizing entry/exit rules begins, per Russian Government Decree No. 1510 (November 7, 2024).
- Phase 1 (Dec 1, 2024): Mandatory biometric control (photo + fingerprinting) at major Moscow airports (Sheremetyevo, Domodedovo, Vnukovo, Zhukovsky) and the Mashtakovo road checkpoint (Orenburg region) for all arriving/departing foreign nationals. Exemptions: Children under 6 & Belarusian citizens.
- Phase 2 (June 30, 2025): Applies to visa-free entrants. They must:
1. Register in the "Gosuslugi RuID" app and create an account.
2. Upload a photo and personal data.
3. Submit an electronic application via the app at least 72 hours before entry (reduced to 4 hours in emergencies), stating their intended stay dates. Applications are valid for 90 days. Parents/guardians must submit for minors.
- Account holders receive application status and entry restriction notifications.Foreign nationals arriving after Dec 1, 2024 and staying in Moscow can obtain a TIN (Tax ID) at the GBU MC "Sakharovo".
- Creating an app account becomes mandatory for those entering fr om June 30, 2025.
Duration: The trial project runs until June 30, 2026.
