On December 1, 2024, Russia will launch an experimental project to modernize entry and exit rules for foreign citizens. The corresponding changes were approved by Russian Government Decree No. 1510 dated November 7, 2024. Read about the first part of the project in our news.
As part of the experiment, starting December 1, 2024, all foreign citizens arriving in or departing from Russia through Sheremetyevo, Domodedovo, Vnukovo, or Zhukovsky airports, as well as through the Mashtakovo road checkpoint (Orenburg region), must undergo biometric control procedures, including photographing and fingerprinting. These requirements do not apply to children under 6 years of age or citizens of the Republic of Belarus.
The second part of the experiment will take effect on June 30, 2025, affecting foreign citizens entering Russia under visa-free arrangements. Before entering Russia, they must:
- Register in the Gosuslugi RuID mobile app and create a personal account;
- Upload a photo and personal data;
- Submit an electronic application no later than 72 hours before the planned entry, specifying the duration of stay (in emergency cases, the deadline is reduced to 4 hours).
The application is valid for 90 days. For minors, the application must be completed by parents or guardians. Through their personal account, foreign citizens will receive notifications about the status of their application and any possible entry restrictions.
Foreign citizens who arrived in Russia after December 1, 2024, and are staying in Moscow can obtain a Taxpayer Identification Number (TIN) at the GBU MC Sakharovo. For those entering from June 30, 2025, creating a personal account in the app will become mandatory.
The experimental regime will last until June 30, 2026.
