On September 3, 2022 the Russian government issued an order approving the procedure for payments to citizens of Ukraine, the DPR and LPR who arrived in Russia after February 18, 2022
The Russian government issued
the Order No. 1547 dated September 2, 2022 "On the procedure for providing payments to citizens of the DPR, LPR and Ukraine and stateless persons who were forced to leave the territories of states of their citizenship and arrived on the territory of Russia." This resolution approves the procedure for making social payments to citizens of Ukraine, the DPR and the LPR who arrived in Russia after February 18, 2022, in accordance with Decree of the President of Russia No. 586 of 08.27.2022. - the right to these payments is received by persons with registration of permanent residence in the indicated states, which will need to be documented (by a mark in the passport or a certificate of registration at the place of residence);
- persons who have received refugee status in accordance with the Federal Law "On Refugees" are not entitled to these payments (however, persons who have received temporary asylum in Russia are entitled to this);
- also, these payments are not provided if the person is already legally receiving a pension in Russia;
- payments are provided for the period from July 1 to December 31, 2022 inclusive, but not earlier than from the month of crossing the state border of Russia;
- you can apply for payments only in one region of Russia, information about applying for payments in other regions will be checked by sending requests;
- the application is submitted at the place of stay in Russia to the authorized body of the relevant subject of Russia;
- the resolution establishes an approximate form of an application for receiving payments;
- along with an application and a document proving the identity and fact of registration on the territory of Ukraine, the DPR and the LPR, you must provide documents confirming your legal stay on the territory of Russia (migration card, stamp in the passport on crossing the border after 18.02.2022, temporary or permanent residence permit in Russia, other documents and information confirming the legal temporary stay on the territory of Russia);
- documents confirming the legal presence on the territory of Russia are not provided by persons who received one-time financial assistance in accordance with the orders of the Government of Russia dated February 18, 2022 No. 296-r,dated April 7, 2022 No. 779-r, dated April 7, 2022 No. 780-r, dated April 7, 2022 No. 781-r, dated April 7, 2022 No. 782-r, dated April 7, 2022 No. 783-r, dated April 7, 2022 No. 784-r and dated April 7, 2022 No. 785-r;
- the basis for receiving a pension payment or payment to persons with disabilities, including a disabled child, are documents confirming the relevant category (status), issued in accordance with the legislation of Ukraine, DPR and LPR;
- documents drawn up in Ukrainian or another foreign language do not have to be translated into Russian;
- to receive payments, you need to have an account opened with a bank of Russia (details are indicated in the application);
- if all the documents are in order, then the decision to assign the payment is made no later than 5 business days from the date of submission of the application, the actual payment is made within 10 business days from the date of the decision to assign the payment;
- one-time assistance for pregnancy can be received starting from the period of 12 weeks;
- application for payment for children can be submitted by either parent or legal guardian.
The Order entered into force on the date of its publication - on September 3, 2022, and extends its effect to legal relations that arose from July 01, 2022.
