The Ministry of Internal Affairs expressed its official position that the deadlines suspended due to the coronavirus pandemic resumed on July 15, 2022

Order of the Russian Government dated September 5, 2022 No. 2537-r was published, which amended the order of the Russian Government dated May 20, 2022 No. 1253-r, which approved the list of foreign states (Abkhazia, Belarus, DPR, Kazakhstan, China , LPR, Mongolia, Ukraine, South Ossetia, Armenia, Kyrgyzstan), in respect of which the temporary restrictions imposed by Russia on transport communications have been lifted.With this order, the order of the Government of the Russian Federation of May 20, 2022 No. 1253-r is supplemented by paragraph 3 of the following content:
"3. Establish that the date of removal of temporary restrictions on transport communication with a foreign state not included in the list approved by this order is the date of entry into force of the act of the Government of Russia on recognizing as invalid the act of the Government of Russia that established such restrictions."
Despite the fact that the orders of the Russian government No. 365-r dated March 16, 2020 and No. 763-r March 27, 2020 did not introduce transport restrictions, among the regulatory legal acts canceled by Order of the Russian government dated July 14, 2022 No. 1267 there are no those that introduce or cancel transport restrictions, respectively, there are also no regulations that cancel the previously introduced transport restrictions, the Ministry of Internal Affairs of Russia, in response to requests from organizations and citizens, expresses the position that transport restrictions in relation to states not included in the List were lifted by the entry into force on July 15 2022 the order of the Government of Russia dated July 14, 2022 No. 1267 "On the invalidation of certain acts and certain provisions of acts of the Government of Russia", in particular Orders of the Government of Russia No. 635-r dated March 16, 2020 and No. 763-r dated March 27, 2020.
According to the Ministry of Internal Affairs, July 15, 2022 has been set as the date for lifting restrictions on international transport communications with foreign countries not previously included in the list. Thus, by virtue of the provisions of the Decree of the President of Russia dated June 15, 2021 No. 364, citizens of foreign states not previously included in the List, who do not have legal grounds for further stay in Russia, are required to leave it before October 12, 2022.
Foreign citizens who avoided leaving Russia after the deadline, that is, who committed violations of migration laws, will be subject to administrative liability and removal from the country.
Despite the fact that the grounds for such a position are highly controversial, in order to avoid the application of statutory liability, we recommend that foreign citizens staying in Russia regulate their legal status or leave Russia before October 12, 2022.
