On December 16, 2022, an order was published to amend the Regulations of the Ministry of Internal Affairs on the issuance of visas to foreign citizens
Order No. 860 of the Ministry of Internal Affairs of Russia dated November 15, 2022 "On Amendments to the Administrative Regulations of the Ministry of Internal Affairs of Russia on the provision of public services for the issuance, extension of validity and regaining of visas to foreign citizens and stateless persons" was published, approved by order of the Ministry of Internal Affairs of Russia dated December 4 2019 No. 907"The following changes have been made to the Order:
- clarified that Multifunctional centers for the provision of state and municipal services do not participate in issuing visas;
- added mention of issuing a visa on the basis of a temporary residence permit for the purpose of obtaining education, in accordance with the law of July 14, 2022 357-FZ;
- in case of acceptance of documents for a temporary residence permit or residence permit, a visa is issued for the period of consideration of the application, a temporary residence permit or residence permit - 4 months;
- When extending a visa on the basis of acceptance of documents for a temporary residence permit or residence permit, an application is not required;
- It is possible to change the validity period of a visa when accepting documents for a temporary residence permit or a residence permit - for the period of consideration of these applications.
Also, the Regulations clarified the standard for the provision of services for issuing a visa, in particular, the criteria for the quality of the public service provided, and the persons approving decisions on issuing a visa or refusing to issue a visa.
The paragraphs of the Order regarding the temporary residence permit for the purpose of obtaining education come into force along with the relevant paragraphs of laws and other legal acts, that is, on January 1, 2023.
