The law enters into force 180 days after its official publication, that is, on October 26, 2023.
From this date, foreign citizens will have the opportunity to register for migration themselves if:
- if both the owner of the premises being a citizen of Russia and the foreign citizen have accounts on the State Services portal and are registered in the ESIA system. In the same way, children of a foreign citizen under the age of 18 can be registered, subject to the provision of documents confirming kinship. The owner's consent to registration is also confirmed through the portal;
- if a visa foreign citizen actually lives in the premises indicated in the application for issuing an invitation to enter Russia, he can also submit a notification of his arrival personally to the migration registration authority;
- if a rental agreement is concluded between a foreigner and the receiving party, a foreign citizen can submit a notification of his arrival in person or through the State Services, providing a copy of the rental agreement.
However, the new rules will not apply to cases of accommodation of a foreign citizen in hotels, sanatoriums, rest homes, guest houses, campsites, tourist camps, children's health camps, medical organizations providing medical care in stationary conditions, social service institutions.
