On April 11, 2023, a
draft law was adopted in the second reading, according to which foreign citizens who have an account on the State Services will be able to independently notify the Ministry of Internal Affairs in electronic form of the place of their temporary stay in Russia, if the host is also an individual - a citizen of Russia registered on the State Services. We wrote earlier in our newsabout the adoption of this draft law in the first reading.Compared with the edition in the first reading, the following were added:
- the possibility of independent migration registration in electronic form by a foreign citizen also of their children under the age of 18, subject to the submission of documents confirming family relations;
- the possibility of self-registration personally with the migration registration authority (not only through the State Services) of visa foreign citizens, if they actually live in the premises indicated in the invitation for entry;
- the possibility of self-registration (in person with the migration registration authority or in electronic form through the State Services) of a foreign citizen in the event that a contract for the rental of residential premises is concluded with the host party, with the provision of a copy of such an agreement.
However, the new rules will not apply to cases of accommodation of a foreign citizen in hotels, social service institutions, as well as in case of registration at the location of organizations where he carries out labor or other activities not prohibited by law.
