According to current legislation, foreign citizens have the right to stay in Russia for the entire period of validity of the patent, regardless of their employment. According to the authors of the draft law, this leads to shadow employment of citizens and a reduction in tax revenues, which is reflected in the explanatory note.
It is proposed that if within 30 days from the date of termination of an employment contract or a civil contract for the performance of work (provision of services), a foreign citizen does not conclude a new employment contract or a civil contract for the performance of work (provision of services), then he is obliged to leave the country borders of Russia.
