On September 8, 2023, a
draft law was introduced proposing to complicate the procedure for paying maternity capital to migrants who have received Russian citizenship, namely to issue it only to children born to such citizens no earlier than 5 years after acquiring Russian citizenship.According to the explanatory note, this legislative innovation is aimed at establishing a deeper connection between a person who has acquired Russian citizenship and the state, and will also reduce the burden on the budget.
However, the draft law proposes not to extend these restrictions to those who acquired Russian citizenship in connection with the admission into Russian Federation and the formation of new subjects within it, that is, residents of new territories who received Russian citizenship.
