The introduction of the ban was discussed at a weekly meeting of Governor Andrei Vorobyov with the regional government and heads of urban districts, after which it was announced by the press service of the governor and the government of the Moscow Region and published on the official website of the regional government.
According to Deputy Chairman of the Government of the Moscow Region Natalia Maslenkina, the discussion of introducing such a ban was due to an increase in the number of complaints from the population related to foreign labor in these areas. It is assumed that these jobs will be filled by citizens of Russia and the EAEU countries.

Also recently, a draft law was submitted to the State Duma of Russia for consideration to prohibit foreign citizens from carrying out a number of activities and working in a number of economic sectors at the federal level.
