Previously, the ban on taking Russian language exams for migrants by commercial structures was introduced by the Ministry of Education and Science (more details in our news); it came into force on May 1, 2024. Now they want to enshrine this rule in legislation by amending Article 15.1 of Federal Law 115-FZ “On the Legal Status of Foreign Citizens in Russia”
According to the explanatory note to the draft law, holding an exam by commercial educational organizations not included in the approved list is a violation of the procedure for issuing certificates and entails the illegal stay of migrants on the territory of Russia, creating a threat of damage to the constitutional rights and freedoms of Russian citizens. The changes provided for by the draft law are planned to strengthen state control over compliance with the requirements for conducting the exam and issuing certificates.
The draft law plans to enter into force 180 days from the date of official publication of the law due to the need to make changes to the by-laws. Previously issued certificates will remain valid until they expire.
