The registry of controlled persons is maintained by the Ministry of Internal Affairs of Russia and is available at the link. Access to this registry is provided upon request to the registry operator (the Ministry of Internal Affairs of Russia), taking into account the provisions of Federal Law No. 152 "On Personal Data".
Information about foreign citizens is entered into the registry of controlled persons in the following cases:
• expiration of the period of temporary stay, temporary residence permit (including for the purpose of obtaining an education), residence permit, patent, work permit, employment contract, reduction of the period of temporary stay;
• readmission of a foreign citizen to Russia in the absence of legal grounds for his/her stay in Russia;
• cancellation of a visa (including an electronic one), temporary residence permit (including for educational purposes), residence permit;
• making a decision to refuse to consider an application for refugee status, to refuse refugee status, to refuse to grant temporary asylum, to deprive temporary asylum or refugee status, to lose temporary asylum or refugee status;
• expiration of 72 hours of stay of a foreign citizen as a passenger on board a cruise ship or ferry that has permission to carry passengers;
• a decision to terminate Russian citizenship in the absence of legal grounds for staying on the territory of the Russian Federation;
• imposition of an administrative penalty in the form of administrative deportation;
• decision on deportation, readmission, undesirability of stay (residence), refusal to enter, restriction of exit;
• illegal crossing of the state border of Russia;
• entry into force of a guilty verdict of a court on finding a foreign citizen guilty of committing a crime.
Thus, it is possible to be included in the register for many reasons, including failure to fulfill the obligation to submit notifications, violations in registration for migration purposes, and so on.
From the date of entering information about a foreign citizen in the register of controlled persons, the expulsion regime applies to him.
A foreign citizen is considered to be notified of the entry of information about him in the register or the exclusion of information about him from such register from the date of their posting on the official website of the Ministry of Internal Affairs of Russia.
Information about a foreign citizen is excluded from the register of controlled persons in the event of:
1) departure of a foreign citizen from Russia;
2) acquisition by a foreign citizen of legal grounds for stay (residence) in Russia;
3) cancellation of the decision that served as the basis for applying the expulsion regime to the foreign citizen;
4) recognition by the court of the decision that served as the basis for applying the expulsion regime to the foreign citizen as illegal;
5) death of the foreign citizen or declaration of his death by the court.
If included in this register, the foreign citizen can appeal this decision.
According to the information we have, since February 6, 2025, many banks began to block the accounts of foreign citizens included in this register, especially many complaints about the blocking of accounts in T-Bank and VTB Bank. At the same time, this register also includes bona fide foreign citizens who have no grounds for inclusion in this register.
Also, since February 5, 2025, citizens and legal entities (including employers) can check the presence of information about a foreign citizen in the register. This can be done in the "request-response" format via an interactive form on the official website of the Ministry of Internal Affairs of Russia and on the Unified Portal of State and Municipal Services.
Any interested individuals and legal entities will be able to view this information by entering the last name, first name, patronymic (if any), date of birth, series, number and date of issue of the identity document in a special form. In response, a message will be issued about the presence of a person in the register or about the absence of information about him. Information on the site is updated every 4 hours.
We strongly recommend that employers check the presence of a foreign citizen in this register before hiring, as well as check all existing employees, and then conduct such checks every few weeks.
