    The Ministry of Internal Affairs of Russia has officially launched the state information resource "Digital Profile of a Foreign Citizen." The service began operation on June 30, 2026, and represents a unified database that systematizes information about all foreign citizens and stateless persons located on the territory of the Russian Federation.

    This step is a key stage in the digitalization of migration processes in the country. According to the Ministry of Internal Affairs, the launch of the resource ensures the creation of complete, reliable, and up-to-date information necessary for assessing the migration situation and improving the efficiency of public administration in this area.

    What does the "Digital Profile" include?

    The Government of the Russian Federation approved the procedure for the formation and maintenance of the resource by Resolution No. 735 of June 12, 2026, developed in pursuance of the Presidential Decree of July 9, 2025. The document defines the full list of information that will be included in each foreigner's profile. This includes:

    • Identity data: identity documents and biometric information.

    • Migration registration: data on border crossings, registration, and migration status (visa, patent, temporary residence permit, permanent residence permit).

    • Employment and education: information about the employer, position, and educational documents.

    • Health insurance: policy availability and health status data.

    • Property and vehicles: information on owned real estate and vehicles.

    • Offenses and restrictions: data on administrative fines and active entry bans to the Russian Federation.

    How will the new system work?

    Fourteen federal bodies and state extra-budgetary funds will be responsible for populating the "Digital Profile." The interaction between the operator and data providers will be organized through the unified system of interdepartmental electronic interaction (SMEV) and the "MIR" system. Agencies are required to transfer data as their information systems become ready, but no later than December 1, 2026.

    Access to information from the "Digital Profile" will be granted to state bodies, other organizations, and the foreign citizens themselves. Migrants will be able to view their data when applying for public services through the Unified Portal "Gosuslugi." Additionally, foreign citizens have the right to independently submit information about themselves for inclusion in the profile through the ruID application (more about the application in our news).

    This application, often referred to as "Gosuslugi for foreigners," is available in 7 languages, including Russian, English, Tajik, and Uzbek. Through ruID, one can submit an entry application, check for restrictions, and get a SIM card. It is important to note that for visa-free entry, an application must be submitted no later than 72 hours before the trip.

    Significance for Migration Policy

    The introduction of the "Digital Profile" addresses two key tasks simultaneously. On the one hand, it ensures more complete and transparent accounting of migrants, which helps combat illegal migration. On the other hand, the system creates an opportunity for law-abiding foreign citizens to interact remotely with government agencies, simplifying access to various services and document processing. Experts note that the new service should simplify life for migrants by eliminating the need to collect certificates from various departments.
