The Russian Ministry of Health proposes to introduce administrative fines for doctors and medical institutions for violating the procedure for medical examination
The Russian Ministry of Health proposes to introduce an article into the Code of Administrative Offenses of Russia that provides for the imposition of administrative fines on doctors and medical institutions for violating the established procedure for medical examination of foreign citizens or stateless persons.The corresponding draft law was published on January 20, 2025 on the federal portal of draft regulatory legal acts.
The draft law proposes to supplement Chapter 18 of the Code of Administrative Offenses of Russia with a new article - Article 18.21. The draft assumes that in case of violation of the medical examination procedure:
• an individual (doctor) may be fined from 25 to 50 thousand rubles;
• an official (head of a medical institution) - from 50 to 100 thousand rubles;
• for a legal entity (medical institution) - from 250 to 800 thousand rubles or suspension of activities for a period of 14 to 90 days.
If the established procedure was violated in relation to several foreign citizens or stateless persons, it is proposed to apply administrative liability for each foreign citizen separately.
