The corresponding draft law was published on January 20, 2025 on the federal portal of draft regulatory legal acts.
The draft law proposes to supplement Chapter 18 of the Code of Administrative Offenses of Russia with a new article - Article 18.21. The draft assumes that in case of violation of the medical examination procedure:
• an individual (doctor) may be fined from 25 to 50 thousand rubles;
• an official (head of a medical institution) - from 50 to 100 thousand rubles;
• for a legal entity (medical institution) - from 250 to 800 thousand rubles or suspension of activities for a period of 14 to 90 days.
If the established procedure was violated in relation to several foreign citizens or stateless persons, it is proposed to apply administrative liability for each foreign citizen separately.
