The Agreement was published on January 10, 2025 on the official portal of regulatory legal acts.
In accordance with the Agreement, the parties mutually recognize visas that give the right to enter and stay on the territory of Russia and the Republic of Belarus, as well as marks on crossing the external border of the Union State.
From the moment the Agreement comes into force, the following rules for entry, exit and stay of third-country nationals and stateless persons in the territory of the Union State members shall apply:
• if a foreign citizen or stateless person has the right to enter and stay in both states on the basis of a visa, he may enter the territory of the other state with a visa (visas are mutually recognized) and stay in both states in accordance with the terms of this visa, provided that he has an identity document recognized by both states;
• if an foreign citizen or stateless person has the right to enter and stay in both states without a visa on the basis of international treaties, he may stay without a visa in the territory of each state for the period established by the international treaty between the country of citizenship and the country of residence, and in the absence of any time limits in it, in accordance with the legislation of the country of residence;
• if an foreign citizen or stateless person has the right to enter and stay in one of the states without a visa, and in another - on the basis of a visa, then they enter and stay in the territory of this other state in accordance with the terms of such a visa, and in the other - in accordance with its international agreement with the country of citizenship on visa-free stay.
In this case, the calculation of the period of stay begins with entry into one of the allied states from the territory of a third country.
Аoreign citizen or stateless person, who have a temporary residence permit, a residence permit of one of the states, have the right to enter, leave, stay in the territory of the other state during the validity period of the temporary residence permit and residence permit
Please note that in this case, such a citizen has the right only to temporarily stay in the territory of another state, but not to reside (temporarily or permanently).
Foreign citizen or stateless person who have received permits for entry, exit and stay for the purpose of work, study, temporary or permanent residence, have the right to work, study, temporarily or permanently reside in the territory of the state of the party whose competent authorities issued such permits.
The agreement does not apply to foreign citizen or stateless person who have been restricted in entering the territory of one of the parties.
The agreement also does not apply to diplomatic workers and their family members, and does not apply to the territories of both states, for visiting which special permits are required.
Entry under the terms of the Agreement is possible directly from the territory of the state of the other party along the used international rail and air routes, as well as along the used road routes listed in the Appendix to the Agreement.
Please note that a special procedure for entry into the territory of Russia remains in force for citizens of Ukraine. In accordance with the order of the Government of Russia, they have the right to enter Russia only through the Sheremetyevo air checkpoint and the Ludonka automobile checkpoint in the Pskov Region.
