06/26/2026 Russian President Vladimir Putin has signed a law providing for a significant increase in state duties in the migration sphere. The new tariffs will affect key document processing procedures for foreign nationals.
New state duty tariffs:

Preferential categories
The law provides for exemption from duty payments for certain categories of citizens.
In particular, the following will receive benefits:
- foreign nationals and stateless persons who were formerly citizens of the USSR, participating in the state program for the resettlement of compatriots, and members of their families;
- foreign nationals who have signed a contract for military service during the Special Military Operation for a period of one year or more (exempt from duties for citizenship and residence permits);
- foreign nationals recognized by presidential decree as being of interest to Russia, and members of their families.
The law takes effect within one month from the date of its official publication, that is, on 07/26/2026.
