Employers wishing to hire foreign specialists without registering them as highly qualified (with salaries under 250,000 ₽/month) have two options:
- Non-quota positions - Limited list of professions not requiring quotas (executives, engineers, cultural professionals, etc.).
Important: Since December 2023, even general director positions require quotas (Ministry of Labor Order No. 459n). - Obtaining a quota - Standard procedure for other professions.
Key requirement: Starting August 11, 2025, quota-based work permits no longer require Russian language/history/law certificates. However, for non-quota positions, foreign workers must provide certification of Russian language proficiency and knowledge of Russian history/law. Processing is impossible without this document.
How to Obtain a Foreign Worker Quota?
Quotas are allocated through:
- Annual campaign (January-October, applications for next year)
- Adjustment campaign (year-round applications, but processing takes 3-6 months)
Application process:
- Post vacancy on "Work in Russia" portal (requires verified Gosuslugi account). Order service
- Submit application on AIC "Migration Quotas" (migrakvota.gov.ru)
- Submit documents to authorized body (e.g., DTSZN in Moscow)
- Await commission decision (meets 3-4 times annually)
- Receive quota allocation order (published 1.5-2 months after meeting)
Tip: In Moscow, employers can personally attend adjustment commission meetings to improve approval chances.
What Improves Quota Approval Odds?
- Employing Russians (especially disabled persons/youth)
- Participation in government programs/social projects
- Clear reporting history
- Government contracts requiring foreign specialists
Important: Even small companies (<100 employees) must submit zero-workplace quota reports.
How to Properly Complete Applications?
- Specify market-appropriate salaries
- Require higher or vocational education - reduces competition with Russian candidates
- In "Russian staff training" section, indicate development plans (not "0")
Note: Foreign worker percentages are capped (annually set by Government).

How to obtain a work quota for foreign employees in 2025?
Quotas can be obtained through either the annual quota campaign or adjustment quota campaign. Applications are submitted on the AIC "Migration Quotas" website (migrakvota.gov.ru). -
Which positions don't require quotas in 2025?
Non-quota positions include top management, engineers, cultural professionals, and some unskilled positions. Since 2023, the "General Director" position also requires a quota. -
Is a Russian language certificate required for a work permit?
Yes, when applying for non-quota positions, foreign nationals must provide a certificate proving their knowledge of Russian language, history, and basic Russian legislation. No certificate is required for quota-based positions. -

When paying for an order by card, the payment is processed on the bank's authorization page, where you need to enter the following bank card details:
- card type;
- card number;
- card expiration date (it is on the front side of the card);
- the name of the cardholder (in latin letters, exactly as indicated on the card);
- CVC2/CVV2 code.
If your card is connected to the 3D-Secure service, you will be automatically redirected to the page of the bank that issued the card to go through the authentication procedure. For information about the rules and methods of additional identification, please contact the bank that issued your bank card.
The security of processing Internet payments through the bank's payment gateway is guaranteed by the PCI DSS international security certificate. Information is transmitted using SSL encryption technology. This information is not available to third parties.
Tips and recommendations on the necessary security measures for payments using a bank card:
take care of your credit cards the same way you take care of cash. Don't leave them in the car, restaurant, shop, etc.;
never give your full credit card number over the phone to any person or company;
always have at hand the emergency phone number for the bank that issued your card, and in case of loss, contact the bank immediately;
enter your card details only when making a purchase. Never give them for any other reason.

Delivery of documents in Moscow
Unless otherwise provided by the Agreement, delivery of documents is carried out free of charge during business hours at the actual location of the Customer within the Moscow Ring Road.
The cost of additional delivery at the initiative of the Customer is 900 rubles.
Delivery is carried out within 1-2 days from the receipt of the corresponding request.
Delivery in other regions of Russia
Delivery in other regions of the provision of services is carried out in accordance with the terms of the Agreement with the Customer.
Documents can also be delivered to the Customer by the CSE and other delivery services, the cost of delivery in this case depends on the cost of the courier service.
