If an employer decides to hire a foreign citizen from a visa-country to work in Russia, they can use the procedure for attracting highly qualified specialists (HQS) with the monthly salary at least 250,000 rubles. Alternatively, they can follow the standard work permit procedure, which involves several steps.
The standard work permit can be obtained in two ways:
1. Within the annual quota for foreign workers set by the Russian Government, provided the employer has a quota.
2. For non-quota positions and professions, which mainly include top management positions, cultural figures, engineers, tourism specialists, and some unskilled positions.
The standard work permit process is complex and involves multiple stages, regardless of whether the employer chooses the quota or non-quota procedure. The first step in the standard procedure is submitting job vacancy information on the "Work in Russia" portal (website: https://trudvsem.ru/).
To submit an application for the need for foreign labor, the organization and its head must have verified personal accounts on the Gosuslugi and "Work in Russia" portals.
If applying for a quota-based position, the job vacancy information must be posted on the "Work in Russia" portal at the time of submitting the quota application (more about the service) and remain posted throughout the quota application review period until the quota is allocated and the work permit for attracting foreign labor is obtained. This process can take up to six months.
For non-quota positions, the vacancy must remain open on the "Work in Russia" portal for at least 30 calendar days to comply with the Russian Constitution, which grants Russian citizens priority in employment. Employment centers are required to refer Russian citizens to the organization before considering foreign workers.
Even if the employer intends to hire a foreign worker and often knows the specific candidate, they are still obligated to interview potential Russian candidates. Note that interviews are currently required even for top management positions, such as "General Director."
Unjustified refusal to hire can lead to serious consequences for the employer. If a court deems the refusal unlawful, the employer may face a fine of 30,000 to 50,000 rubles or suspension of business activities for up to 90 days.
The person responsible for hiring and firing employees may also face penalties, including administrative and even criminal liability for unjustified refusal to hire a pregnant woman or a woman with children under three years old.
According to the Labor Code, refusal to hire is considered unlawful if it discriminates based on:
2. Pregnancy or having children.
3. Age, nationality, race, language, religion, political beliefs, or other non-professional qualities.
4. Union membership or non-membership.
5. Being elected or winning a competition for the position.
6. HIV status.
7. Disability with a job placement referral under a quota.
8. Being invited to transfer within one month of leaving the previous employer.
9. Being referred by a court order requiring the employer to conclude an employment contract.
To avoid violations when submitting job vacancy information on the "Work in Russia" portal, qualification requirements should only include skills and qualities directly related to the job.
Inspectors or courts are unlikely to challenge an employer who cites legitimate reasons for refusal, such as:
2. Lack of specialized knowledge or experience.
3. Health conditions preventing the candidate from performing the job.
4. Lack of necessary personal qualities (e.g., teamwork skills).
5. Interviewing with an unauthorized person.
6. No vacancies available at the time of application.
7. Age restrictions set by law for certain positions.
During the 30-day period while the employment center refers candidates, the employer must interview each one. After 30 days, the employer can submit documents for foreign labor hire permit to the Ministry of Internal Affairs - the next step in the standard work permit process.
Note that the vacancy must remain open for at least 30 days and be renewed every 30 days until the foreign labor hire permit is obtained. We strongly recommend renewing the vacancy 4-5 days before it expires.
After receiving the employer's documents, the Ministry of internal affairs requests a conclusion from the Department of Labor and Employment, which assesses:
· The employer's quota for the position and citizenship (if applicable).
Common reasons for foreign labor here permit denial include:
2. Less than 30 days of vacancy posting.
3. Availability of qualified Russian citizens.
4. Refusal to hire qualified Russian citizens.
5. Lack of vacancy information in the employment center register.
Appealing a foreign labor hire permit denial or finding alternative solutions is a complex process.

When paying for an order by card, the payment is processed on the bank's authorization page, where you need to enter the following bank card details:
- card type;
- card number;
- card expiration date (it is on the front side of the card);
- the name of the cardholder (in latin letters, exactly as indicated on the card);
- CVC2/CVV2 code.
If your card is connected to the 3D-Secure service, you will be automatically redirected to the page of the bank that issued the card to go through the authentication procedure. For information about the rules and methods of additional identification, please contact the bank that issued your bank card.
The security of processing Internet payments through the bank's payment gateway is guaranteed by the PCI DSS international security certificate. Information is transmitted using SSL encryption technology. This information is not available to third parties.
Tips and recommendations on the necessary security measures for payments using a bank card:
take care of your credit cards the same way you take care of cash. Don't leave them in the car, restaurant, shop, etc.;
never give your full credit card number over the phone to any person or company;
always have at hand the emergency phone number for the bank that issued your card, and in case of loss, contact the bank immediately;
enter your card details only when making a purchase. Never give them for any other reason.

Delivery of documents in Moscow
Unless otherwise provided by the Agreement, delivery of documents is carried out free of charge during business hours at the actual location of the Customer within the Moscow Ring Road.
The cost of additional delivery at the initiative of the Customer is 900 rubles.
Delivery is carried out within 1-2 days from the receipt of the corresponding request.
Delivery in other regions of Russia
Delivery in other regions of the provision of services is carried out in accordance with the terms of the Agreement with the Customer.
Documents can also be delivered to the Customer by the CSE, DHL and other delivery services, the cost of delivery in this case depends on the cost of the courier service.
