1.    The electronic invitation does not contain the personal data of the foreign citizen. Unlike the printed version, where all passport data can be checked, the electronic form does not allow you to see errors in the spelling of the name, passport series, or date of birth.

2.    In 5–7% of cases, the invitation contains errors. This is confirmed by practice: even a minor typo — incorrect spelling of the name, mixed-up passport series, or incorrect date of birth — can become grounds for refusal to issue a visa.

3.    The consequences of an error go beyond the visa. If the visa is issued with incorrect data, this will lead to a discrepancy with the data in the work permit and the impossibility of re-issuing the visa on the territory of the Russian Federation. Correction will require annulment of the invitation, re-processing, and interaction with the consulate — the process may take up to 30 days.

4.    The check allows changes to be made before submission to the consulate. If errors are detected in the full form of the electronic invitation, the necessary correction is made in the departmental segment of the MVD of Russia. This allows errors to be avoided, time costs for correction to be reduced, and the deadlines for processing all subsequent permits to be observed as much as possible.

How this works in practice

1.    After receiving notification that the invitation is ready, the employer applies to the MVD to obtain a printout of the full form of the invitation.

2.    Verify all passport data of the foreign citizen: full name, passport series and number, date of birth, citizenship.

3.    If errors are detected — immediately submit an application for correction to the MVD.

4.    Only after checking and confirming the correctness of the data, transmit the invitation to the specialist for application to the consulate.

Especially important for citizens of the People's Republic of China. Some Russian consulates require the invitation to be provided in printed form to obtain a visa. For citizens of the PRC, checking the printout becomes not just a recommendation, but a mandatory condition for successfully obtaining a visa.

Step-by-step procedure for processing an invitation for HQS

Step 1. Submission of documents for the work permit

The employer submits documents to the migration division for processing the work permit for the foreign specialist. From this moment, the basis for submitting documents for the invitation arises.

Step 2. Registration of the organization with the MVD

To process the invitation, the employer must undergo the procedure of registering the organization with the MVD of Russia. During registration, an inspection is conducted at the actual location of the organization.

Important: upon initial processing of the invitation, or if during the year the organization has not processed a single invitation for foreign citizens, the invitation will not be issued until the organization has been inspected at its location. In some cases, this may significantly increase the processing time for the invitation due to the fact that MVD employees (district officers) on the ground cannot always quickly travel to the organization for inspection.

Step 3. Preparation and submission of the petition for the invitation

The employer submits the petition and the package of documents for the invitation to the migration division.

Step 4. Receiving notification of readiness

The processing time for the invitation is 14 working days from the date of registration of the petition. The notification and the short form of the invitation are sent by email.

Step 5. Obtaining the printout and checking the data

Mandatory stage: applying to the MVD to obtain a printout of the full form of the invitation and verifying all passport data of the foreign citizen.

Step 6. Transmitting the invitation to the specialist

After checking the invitation for the correct indication of the personal data of the foreign citizen and printing it out, it is sent by email to the foreign citizen for subsequent obtaining of the visa.

Step 7. Obtaining the work visa

The specialist applies to the consulate specified in the invitation and receives a multiple-entry work visa for the term of the employment contract (up to 3 years).

Step 8. Entry into the Russian Federation and completion of mandatory migration procedures

After entry into Russia, the HQS specialist has legally established deadlines for completing procedures without which legal work is impossible.

What needs to be done and within what timeframes:

·         Medical examination — within 30 calendar days from the date of entry into the Russian Federation. It takes place in an authorized medical organization; the results are issued electronically and transmitted to the MVD automatically.

·         Fingerprint registration and photographing — also within 30 calendar days from the date of entry. It takes place at the territorial body of the MVD or a specialized center.

·         Migration registration — for HQS, a preferential regime applies: the specialist is exempt from registration for a period of up to 90 days from the date of entry. If the stay continues after this period, it is necessary to register — an additional 7 working days are given for this.

·         Obtaining the work permit  — the specialist is obliged to obtain it personally within 30 calendar days from the date the MVD makes the decision to issue it. Missing the deadline entails annulment of the work permit.

What results in the end: a valid work permit, confirmation of fingerprinting and medical examination, as well as completed migration registration — it is this set of documents that makes the employment activity of a foreign specialist in Russia legal.

Grounds for refusal to process the invitation

The MVD may refuse to issue the invitation if:
