A HQS work visa is a multiple-entry visa issued on the basis of a work permit (WP) issued by the Ministry of Internal Affairs of Russia. To obtain a HQS work visa, a foreign citizen must find a Russian employer: it is the employer—and only the employer—who processes the permitting documents. Processing a work visa for a highly qualified specialist takes place in two stages: obtaining a work permit in Russia, then obtaining a visa at a Russian consulate abroad.
The work permit is issued by the MIA in Russia → the work visa is issued by a Russian consulate abroad based on the invitation
Two stages:
1. In Russia — the employer obtains a work permit for the HQS and invitation
2. Abroad — the specialist obtains a work visa on the basis of the invitation
A HQS work visa is always multiple-entry, valid for up to 3 years, with the possibility of extension without leaving Russia.

Where it all begins: the employer in Russia
To obtain a HQS work visa, a foreign citizen must first find an employer in Russia. It is the employer—and only the employer—who can process the specialist’s permitting documents the work permit, the invitation, and then the basis for the visa.
Formally, a HQS may declare himself or herself independently. Information about him or her is entered into a data bank, and potential employers can review it. In practice, however, everything usually comes down to a different scenario: employers themselves choose an employee and ultimately process all documents for him or her. An independent application by the specialist is more of an exception than a working scheme.
Hence the main conclusion: the path to a HQS work visa begins not with a consulate and not with a website, but with a Russian employer ready to accept the specialist and start the procedure.
Independent declaration of oneself as a HQS: official resources
A foreign citizen has the right to independently declare himself or herself as a highly qualified specialist. Information about him or her is entered into a data bank, and potential employers can review it.
Where to apply:
1. Representative office of the Ministry of Internal Affairs of Russia in the country of citizenship — application with a petition containing information about experience, skills, and achievements
2. Diplomatic mission or consulate of the Russian Federation — a similar petition
What happens next:
• The information is posted on the official website of the federal executive body in the field of migration (MIA)
• Employers gain access to this information
• If an employer becomes interested, he or she sends the specialist a written proposal to enter for negotiations (drawn up on official letterhead, indicating the vacancy, working conditions, and details)
• After that, the specialist can obtain an ordinary business visa for 30 days to come for negotiations
Important limitation:
The Russian Federation is not responsible for the accuracy of information that a foreign citizen has provided about himself or herself independently.
Form of petition:
The form of petition and the procedure for filling it out are posted on the official MIA website. Since the department’s website may change, we recommend clarifying the current form directly when applying or through the official government services portal.
Practical conclusion:
Although the mechanism of independent declaration exists, in practice it works like a bulletin board: the specialist publishes data, the employer finds it and initiates the process. Further steps—invitation, work permit, visa—still go through the employer. Therefore, the main path remains the same: find a Russian employer ready to process documents for a HQS work visa.
Salary requirements for HQS: current and from March 1, 2027
Salary is the key condition for HQS status. Both the approval of the work permit and the retention of status, and accordingly the validity of the HQS work visa, depend on it.
Current conditions (until March 1, 2027)
For a specialist to be recognized as highly qualified, the employer must provide him or her with a salary:
• not less than 750,000 rubles per quarter (that is, on average 250,000 rubles per month)
It is this threshold that currently applies when submitting the petition and when assessing compliance with HQS status.
New conditions (from March 1, 2027)
From March 1, 2027, the threshold increases substantially:
• 717,000 rubles per month — for ordinary HQS categories
For certain categories (scientific, medical, pedagogical workers, IT specialists, and a number of others), a reduced threshold is provided — 358,500 rubles per month.
What this means in practice

Key consequences:

• After losing status, personal income tax will increase from 13% to 30% (for citizens not belonging to the EAEU)
• The threshold will be indexed annually

HQS do not undergo the examination annually — repeatedly only when extending the work permit. Initial examination within 30 days after entry is mandatory.
