Global Changes in the Attraction of HQS. Impact and Consequences for Business

Starting September 1, 2026, Russian businesses may face colossal changes
in migration policy. Draft Law No. 1158407-8, submitted to the State Duma on
February 21, 2026, proposes to increase the minimum salary threshold for Highly
Qualified Specialists (HQS) almost threefold — to 717,000 rubles per month for
most categories. What should a business do?
