A list of Russian subjects has been published where passport and visa centers will be involved in providing government services in the field of migration

On April 25, 2024, Order of the Ministry of Internal Affairs of Russia dated March 20, 2024 No. 121 was published “On establishing a List of Russian subjects in the territories of which a federal state unitary enterprise authorized by the Ministry of Internal Affairs of Russia and under its jurisdiction provides assistance to the Ministry of Internal Affairs of Russia and its territorial bodies.”

This order was issued in pursuance of the Federal Law of December 25, 2023 No. 648-FZ “On Amendments to Certain Legislative Acts of Russia” published on December 25, 2023.

This law expands the practice of involving enterprises subordinate to the Ministry of Internal Affairs of Russia, as well as authorized organizations of constituent entities of Russia, to assist the Ministry of Internal Affairs in the provision of public services in the field of migration, namely the enterprise “Passport and Visa Service” (PVS).

According to this law, the list of subjects of Russia in which PVS will be involved in the exercise of the powers of the Ministry of Internal Affairs of Russia in the field of migration is established by the Ministry of Internal Affairs of Russia.

The list includes all subjects of Russia, except for the federal city of Moscow. On the territory of the federal city of Moscow, assistance to the territorial body of the federal executive body in the field of internal affairs in the exercise of these powers is provided by an organization authorized by this subject of Russia (Multifunctional Migration Center, MMC).

The order comes into force simultaneously with the law, that is, on June 23, 2024.

Please note that the law refers to “assistance”; PVS are everywhere added to the list of institutions providing such services; it does not exclude the provision of the listed public services also directly by the Ministry of Internal Affairs. The explanatory note to the bill states that it is intended to ensure increased accessibility and comfort when applicants receive relevant public services.
