The Government of the Russian Federation has officially set how many foreign nationals will be able to obtain a temporary residence permit (TRP) in 2027. The corresponding Order No. 2807-r dated 7 October 2026 was published on the official website of normative legal acts. The document records a further reduction of the quota.
The total quota for temporary residence permits has been reduced to 3,010 units. This is 21% less than a year earlier, and almost three times less than the figure from two years ago.
How much has the TRP quota been cut?
Compared with previous periods, the decline continues, although at a less sharp pace than in 2026:
- in 2027, the nationwide quota will be 3,010 permits.
- in 2026, this figure was 3,802 TRPs.
- in 2025, the quota reached 5,500 permits.
- in 2024, the limit was 10,595 TRPs.
Thus, over one year the quota decreased by 21%, and over three years the cumulative reduction reached 72%.
