Draft laws propose higher charges for migration registration and document issuance
On July 15, the State Duma approved in the first reading draft laws to
increase state duties for foreign nationals and
introduce new fees. The changes will affect the cost of work permits, patents, and the introduction of fees for migration registration.New fee amounts for migrants:
- Work patent or patent renewal: 4,200 RUB
- Duplicate patent: 2,100 RUB
- Work permit (duplicate/correction): 4,200 RUB
- Permit to hire and employ foreign workers (duplicate/correction): 2,100 RUB
- Extension of temporary stay in Russia: 1,000 RUB
- Registration at place of stay: 500 RUB
- Residence registration: 1,000 RUB
The final decision will be made after the second and third readings.

1. When will the new migration fees take effect?
Answer: No earlier than 2025–2026, and only if the law is approved.
2. Will the fee for a duplicate patent increase?
Answer: The draft law sets it at 2,100 RUB, but this has not yet been finalized.

Answer: Yes, if the law passes—500 RUB for registration at place of stay.
